Goal: Ensure that international negotiations prioritize the protection of civilians, uphold Ukraine’s territorial integrity, and guarantee lasting peace rooted in justice and accountability.

Recent Russian strikes on Ukrainian cities have resulted in tragic civilian casualties, including children, while diplomatic negotiations risk sidelining the voices of those most affected. As world leaders gather in Washington, we must demand that any peace process centers human rights and justice for all Ukrainians.

On the eve of critical talks in Washington, Russian forces launched deadly strikes on Kharkiv and Sumy, killing at least three people, including a two-year-old child, and injuring dozens more. These attacks are a stark reminder that civilians continue to pay the highest price for the ongoing war in Ukraine.

As negotiations proceed, there is growing concern that the rush for a ceasefire or territorial concessions may ignore the rights and safety of those living under threat. Any peace must be just, sustainable, and respect Ukraine’s sovereignty and the will of its people. We call on all leaders involved in the Washington talks to prioritize the following demands:

Key Demands

Condemn all attacks on civilians and civilian infrastructure, and demand an immediate halt to such actions by all parties.
Ensure that any peace agreement upholds Ukraine’s territorial integrity, with no forced territorial concessions.
Guarantee robust, enforceable security assurances for Ukraine against future aggression.
Establish independent investigations into all alleged war crimes and hold perpetrators accountable.
Include Ukrainian civil society, including displaced persons and victims’ families, in peace negotiations.
Provide increased humanitarian aid and support for reconstruction in affected Ukrainian regions.
