Demand Robust, Enforceable Security Guarantees and Lasting Peace for Ukraine

The upcoming summit in Washington marks a pivotal moment for Ukraine and the broader European community. As leaders from Britain, France, Germany, Italy, Finland, and the European Union stand with President Zelenskyy, we urge them to resist pressure for any peace agreement that undermines Ukraine’s sovereignty or security.

We are deeply concerned by reports that Ukraine was excluded from recent talks between President Trump and President Putin, and that proposals for ‘Article 5-like’ security guarantees remain vague and potentially unenforceable. The Ukrainian people have suffered over three years of war, and any peace must be more than a theoretical promise—it must be backed by real commitments, resources, and accountability.

We support President Macron’s call for a credible, long-term plan to train, equip, and finance Ukraine’s armed forces, and for the deployment of an allied force to help secure peace. We also echo President Zelenskyy’s insistence that only a strong Ukrainian army, supported by both Europe and the United States, can guarantee Ukraine’s security and deter future aggression.

We call on all leaders to:

• Reject any peace deal that is imposed on Ukraine without its full participation and consent.
• Ensure that security guarantees are concrete, transparent, and enforceable, not just symbolic.
• Commit to long-term financial, military, and logistical support for Ukraine’s defense and reconstruction.
• Include civil society and Ukrainian voices in all negotiations and post-war planning.
• Hold Russia accountable for its aggression and ensure that any settlement upholds international law and human rights.

The world is watching. We demand a peace process that prioritizes justice, security, and the sovereignty of the Ukrainian people—not one that serves the interests of powerful leaders at the expense of those most affected by war.
