Demand Transparent, Binding Security Guarantees for Ukraine’s Lasting Peace

The announcement that Russia is open to US and European security guarantees for Ukraine, modeled after NATO’s collective defense, has been described as 'game-changing.' However, history shows that peace agreements without robust, transparent enforcement mechanisms can leave nations vulnerable to future aggression and undermine the rights of civilians.

Ukraine’s people have suffered through years of invasion, occupation, and violence. Any peace deal must ensure not just the absence of war, but the presence of justice, accountability, and real security. The current discussions lack clarity on how these guarantees will work, who will enforce them, and how violations will be addressed.

We call on the US, European Union, and all negotiating parties to:

• Make security guarantees public, binding, and subject to international oversight
• Ensure any agreement includes clear consequences for violations
• Center the voices and needs of Ukrainians, including civil society groups, in all negotiations
• Commit to ongoing humanitarian and reconstruction support for Ukraine
• Reject any peace deal that legitimizes territorial aggression or undermines Ukraine’s sovereignty
