Target: President Joe Biden, President Emmanuel Macron, Chancellor Friedrich Merz, Prime Minister Keir Starmer, President Ursula von der Leyen, President Alexander Stubb, Prime Minister Giorgia Meloni, and all participating leaders in the Washington talks
Goal: Urge European and US leaders to reject any peace agreement on Ukraine that is negotiated without full Ukrainian participation and consent, and to guarantee robust, enforceable security assurances for Ukraine.
The ongoing war in Ukraine is the deadliest conflict in Europe in generations. As leaders from the US and Europe meet with President Zelensky in Washington, there is mounting pressure for a quick peace deal—potentially at the expense of Ukraine's sovereignty and territorial integrity. Reports indicate that President Trump and Russian officials are pushing for an agreement that could legitimize Russian control over parts of Ukraine, while offering vague security guarantees in lieu of NATO membership.
Any peace agreement must be built on the principles of self-determination, justice, and the protection of human rights. Negotiating Ukraine's future without its full participation, or under the threat of continued violence, is unacceptable. We call on all leaders to respect Ukraine's agency, reject any imposed settlement, and ensure that robust, enforceable security guarantees are put in place to protect Ukrainian lives and sovereignty.
We stand with the people of Ukraine and urge all negotiating parties to uphold international law and democratic values in pursuit of a just and lasting peace.
