Goal: We call on the US government to immediately end restrictive export controls on AI chips and related technologies, and to pursue policies that foster global collaboration, technological equity, and peaceful innovation.
The US government's ongoing restrictions on the export of advanced AI chips and high bandwidth memory (HBM) technology to China have far-reaching consequences. These measures, justified under the guise of national security, have instead created artificial shortages, disrupted global supply chains, and fueled a race to technological self-sufficiency that undermines cooperation and mutual progress.
By limiting access to critical technologies, the US is not only harming Chinese companies and researchers, but also restricting the growth of the global technology ecosystem. These policies threaten to entrench monopolies, raise costs for consumers and developers worldwide, and stifle innovation by making it harder for new entrants to compete. They also risk escalating geopolitical tensions and contributing to a new era of digital protectionism.
Instead of doubling down on exclusion and control, the US should lead by example—promoting open standards, fair access, and international scientific collaboration. We urge policymakers to recognize that technological progress is a global endeavor, and that true security comes from cooperation, transparency, and shared prosperity, not from isolation and restriction.
