Demand Transparent, Inclusive, and Binding Security Guarantees for Ukraine—No Deals Without Ukrainian Voices

Target: President Joe Biden, Secretary of State Antony Blinken, U.S. Congress, European Union leadership, and the United Nations
Goal: Ensure that any security guarantees or peace agreements for Ukraine are negotiated transparently, with full Ukrainian participation, and are legally binding, enforceable, and respect Ukraine’s right to self-determination.
Recent reports indicate that the United States and Russia have discussed extending NATO-style security protections to Ukraine without Ukraine's direct participation in critical negotiations. While security guarantees are urgently needed, any agreement must be shaped transparently and inclusively, centering Ukrainian sovereignty and democratic input.
The war in Ukraine has caused immense suffering and instability. While recent diplomatic talks between the U.S., Russia, and European partners signal potential progress, we are deeply concerned that critical decisions about Ukraine’s security and future are being made without Ukraine’s full and equal participation.
Security guarantees that resemble NATO’s Article 5 are a positive step, but they must not be brokered behind closed doors or imposed without the consent of the Ukrainian people. History has shown that peace agreements lacking transparency and local participation are unsustainable and can undermine sovereignty.
We call on U.S. and European leaders to ensure that any security framework for Ukraine is:
- Negotiated with Ukraine at the table as an equal partner, not as an afterthought.
- Transparent and subject to public and parliamentary scrutiny in all involved countries.
- Legally binding, with clear mechanisms for enforcement and accountability.
- Respectful of Ukraine’s territorial integrity and right to self-determination, with no forced land swaps or concessions made without democratic consent.
- Inclusive of civil society voices from Ukraine and across Europe.
Peace and security must be built on justice, democracy, and the will of the people—not secret deals or great power politics. Stand with Ukraine for a just, lasting peace.
