As European and NATO leaders prepare to join President Zelenskyy in Washington, the world faces a crucial moment for peace and justice in Ukraine. We must ensure that any security guarantees offered are meaningful, enforceable, and centered on the rights and safety of the Ukrainian people.
The upcoming Washington summit, where European and NATO leaders will join President Zelenskyy, is a pivotal opportunity to defend Ukraine’s sovereignty and the principles of international law. Recent reports reveal that, after President Zelenskyy was excluded from U.S.-Russia talks, European leaders are rallying to prevent a repeat of past diplomatic failures and to secure real support for Ukraine.
While there is talk of 'Article 5-like' security guarantees, history shows that vague promises and theoretical commitments are not enough. The Ukrainian people have endured over three years of brutal war, displacement, and devastation. They deserve more than symbolic gestures or deals negotiated behind closed doors under threat of violence.
We call on all leaders attending the summit to:
- Reject any peace deal that is imposed on Ukraine without its full democratic participation and consent.
- Ensure that security guarantees are concrete, binding, and include long-term military, financial, and humanitarian support.
- Support the strengthening of Ukraine’s armed forces through transparent, accountable international cooperation.
- Guarantee that any international presence in Ukraine is there to protect civilians and uphold human rights, not to serve geopolitical interests.
Peace cannot be achieved by sacrificing the rights or agency of those most affected. Stand with Ukraine—demand real guarantees, not empty promises.
Key Demands
- Reject any peace agreement that excludes full Ukrainian participation and democratic consent.
- Commit to binding, enforceable security guarantees for Ukraine, modeled on—but not limited to—NATO’s collective defense principles.
- Provide sustained military, financial, and humanitarian support to Ukraine, ensuring transparency and accountability.
- Support the strengthening and modernization of Ukraine’s armed forces through international cooperation, training, and equipment.
- Ensure any international allied presence in Ukraine is focused on civilian protection and human rights, not solely military objectives.
- Reject any concessions that would limit Ukraine’s right to self-determination, including restrictions on future EU or NATO membership.
