Recent statements from the Coalition of the Willing and international leaders suggest that a 'reassurance force' may be deployed to Ukraine following the cessation of hostilities. While security is important, peace must not be negotiated solely by heads of state and military officials behind closed doors.
The Ukrainian people have borne the brunt of war, displacement, and loss. Their voices—and those of independent civil society organizations—must be central to any peace process. Secretive negotiations, shifting language around ceasefires, and the exclusion of public oversight risk undermining the legitimacy and sustainability of any agreement.
We call on all leaders involved to commit to a transparent, inclusive peace process that upholds democratic values, human rights, and the sovereignty of Ukraine. This includes public disclosure of negotiation frameworks, meaningful participation of Ukrainian civil society, and robust international monitoring of any agreements or deployments.
