Target: President Joe Biden, President Volodymyr Zelensky, European and NATO leaders
Goal: Ensure that any peace negotiations regarding Ukraine are transparent, include meaningful participation from Ukrainian civil society, and reject security guarantees that escalate militarization or undermine the prospects for a just and lasting peace.
As President Zelensky, President Trump, and top European and NATO officials prepare for critical talks in Washington, we are alarmed by the lack of transparency and public accountability in the process. Proposals for 'Article 5-style' security guarantees for Ukraine are being floated without clear details or democratic debate, raising the risk of further militarization and prolonging the conflict.
European leaders and Ukrainian officials have rightly criticized being excluded from key negotiations, but the problem goes deeper: ordinary Ukrainians, peace activists, and civil society organizations are also being left out. Decisions made in secret, without genuine public input, are unlikely to result in a just or sustainable peace.
We call on all parties to halt any backroom deals and instead commit to an open, inclusive process that centers the needs and voices of those most impacted by the war. Security arrangements must not become a pretext for further military escalation or entrenchment of bloc politics. True peace is built on justice, democracy, and respect for the self-determination of all people.
