Target: President Joe Biden, European Commission President Ursula von der Leyen, U.S. Secretary of State Marco Rubio, and all parties involved in Ukraine security negotiations
Goal: To urge the U.S., European Union, and all negotiating parties to ensure that any security guarantees for Ukraine are transparent, binding, and developed with meaningful Ukrainian participation, upholding human rights and international law.
The recent summit between U.S. President Donald Trump and Russian President Vladimir Putin has raised hopes for a new era of security for Ukraine, with the possibility of NATO-style guarantees being discussed. However, the lack of transparency and the exclusion of Ukrainian representatives from key discussions are deeply concerning.
Ukrainian President Volodymyr Zelenskyy has emphasized the need for clear, actionable security guarantees and the importance of EU accession as part of Ukraine’s security. Yet, the details of these guarantees remain vague, and the process risks sidelining the very people most affected by these decisions.
We demand that any agreement:
- Is developed with full participation of Ukrainian civil society and government.
- Is made public and subject to parliamentary approval in all involved countries.
- Includes binding commitments to respect Ukraine’s sovereignty and territorial integrity.
- Rejects any land swaps or concessions made without the consent of the Ukrainian people.
- Upholds human rights, democracy, and international law as core principles.
Peace and security cannot be achieved through backroom deals. We urge all parties to center Ukrainian voices and ensure a just, democratic, and lasting peace.
