Demand Robust Security Guarantees and a Just Peace for Ukraine

The ongoing war in Ukraine has resulted in immense human suffering, with over a million people killed or wounded and millions more displaced. As leaders from Ukraine, Europe, and the United States meet to discuss a potential peace deal, there is a dangerous push to pressure Ukraine into accepting territorial concessions in exchange for a so-called 'peace.' Such a deal would reward aggression, violate Ukraine’s sovereignty, and set a dangerous precedent for international relations.

We call on all leaders involved in these talks to reject any agreement that forces Ukraine to cede territory under duress. Instead, we demand robust, enforceable security guarantees for Ukraine, continued support for its defense, and a peace process that centers the rights and voices of the Ukrainian people. The future of Ukraine must not be decided behind closed doors or under threat. Only a just peace—one that upholds international law and human rights—can bring lasting stability to the region.

We urge you to:

• Reject any settlement that legitimizes territorial conquest or undermines Ukraine’s sovereignty.
• Secure robust, multilateral security guarantees for Ukraine, including a meaningful U.S. role and the ability to increase pressure on Russia if needed.
• Ensure Ukraine is a full and equal participant in all negotiations about its future.
• Maintain and strengthen sanctions on Russia until it ends its aggression and withdraws from occupied territories.
• Support humanitarian aid and reconstruction for all affected communities in Ukraine.
