Goal: We call on state legislatures, utility commissions, and local governments to reform policies and regulations to make plug-in solar systems accessible, affordable, and legal for all residents.
As energy costs rise and the climate crisis intensifies, more Americans are seeking ways to reduce their bills and carbon footprints. Plug-in solar systems—small, affordable panels that can be installed on balconies, decks, or backyards—offer a solution. These systems are popular in Europe and are now gaining traction in the US, but progress is hampered by a patchwork of utility rules, lack of clear state policies, and insufficient public awareness.
Plug-in solar systems are safe, easy to install, and do not require complex interconnection agreements because they are designed to prevent energy from flowing back to the grid. Yet many utilities impose unnecessary barriers, treating these systems like large rooftop installations. Only Utah has enacted legislation to exempt small-scale plug-in solar from such requirements, setting a model for other states.
With federal rooftop solar credits expiring and the need for affordable clean energy greater than ever, we urge lawmakers and regulators to act now. Removing regulatory barriers, standardizing safety requirements, and supporting public education will allow millions more households to participate in the clean energy transition, lower their bills, and reduce emissions.
