Protect the Rights and Dignity of Unhoused Residents in Washington, D.C.

Target: U.S. Department of the Interior, Secretary Doug Burgum, and federal agencies involved in homeless encampment removals

Goal: We call on the U.S. Department of the Interior and relevant federal agencies to immediately halt the forced removal of homeless encampments and adopt humane, evidence-based solutions that prioritize housing, support services, and the dignity of all reside

The U.S. Department of the Interior has implemented a no-tolerance policy for homeless encampments in Washington, D.C., resulting in the forced removal of unhoused individuals and the threat of incarceration for those who refuse shelter. These actions undermine basic human rights and fail to address the root causes of homelessness.

The recent adoption of a no-tolerance policy for homeless encampments in Washington, D.C. by the Department of the Interior, in alignment with the Trump administration's 'beautification' efforts, has led to the displacement and criminalization of some of the city’s most vulnerable residents. Under this policy, unhoused individuals are forced to choose between accepting shelter—often with inadequate resources—or facing incarceration. This approach disregards the complex realities of homelessness, including the lack of affordable housing, insufficient mental health and addiction services, and systemic inequalities.

Forcibly removing encampments does not solve homelessness; it simply pushes people further into the margins, disrupts their support networks, and exposes them to greater risks. The involvement of federal law enforcement agencies in these removals escalates the situation and contributes to the stigmatization and criminalization of poverty.

We urge policymakers to reject punitive measures and instead invest in long-term, compassionate solutions that ensure every resident has access to safe, stable housing and the services they need to thrive. Homelessness is not a crime, and our response should reflect our commitment to justice, equity, and human dignity.
