Demand Strong, Transparent U.S. Security Guarantees for Ukraine—No Backroom Deals

Target: President Donald Trump, U.S. Congress, Secretary of State, and National Security Council
Goal: Ensure that any U.S. security guarantees to Ukraine are robust, transparent, and do not undermine Ukrainian sovereignty or democratic self-determination.
The people of Ukraine have endured years of war and aggression, fighting bravely for their right to self-determination. While President Trump's reported willingness to offer security guarantees to Ukraine is a step forward, we are deeply concerned about the lack of transparency and the risk that any deal could be made at the expense of Ukraine's sovereignty or democratic future.
Negotiations with Russia must not come at the cost of ceding Ukrainian territory or legitimizing Russian aggression. Any U.S. commitment must be made openly, with full accountability to the American public, the people of Ukraine, and the international community. We call on President Trump and all relevant officials to ensure that any security guarantees are ironclad, respect Ukraine’s territorial integrity, and are developed in consultation with Ukrainian leaders and civil society.
We urge Congress to exercise oversight and demand that no agreement be made in secret or without robust debate and input from all stakeholders. The U.S. must stand firmly on the side of democracy, human rights, and international law.
