While these strategic partnerships are significant, the decision to recognize a new state must be guided by the will of the people, respect for international law, and a commitment to peace and stability in the Horn of Africa.
Unilateral recognition without broad-based democratic consent risks undermining the right to self-determination for all Somalis and could escalate regional tensions. The U.S. should not set a precedent of recognizing breakaway regions without robust democratic processes and consensus among all affected communities.
We call on policymakers to center the voices of the Somali people, support inclusive negotiations, and work with international partners to ensure any change in status is peaceful, democratic, and respects human rights.
