Target: US President, Ukrainian President, European Union leaders, and international negotiators

Goal: Ensure that any security guarantees for Ukraine are developed transparently, with full Ukrainian and European participation, and that they uphold Ukraine’s sovereignty, democracy, and the rights of its people.

The United States has proposed a 'Nato-style' security guarantee for Ukraine without granting full NATO membership. This approach, negotiated behind closed doors and reportedly involving Russia, risks sidelining Ukrainian voices and European partners, and may not provide the robust, democratic security Ukraine needs. We call for a transparent, inclusive, and people-centered peace process that prioritizes Ukrainian sovereignty, meaningful European involvement, and lasting security.

The recent US proposal for a 'Nato-style' security guarantee for Ukraine, reportedly discussed with Russian President Vladimir Putin, raises serious concerns about transparency, inclusivity, and the effectiveness of such guarantees. While the intention to end the war and protect Ukraine is welcome, any agreement must not be shaped solely by powerful states behind closed doors.

Ukraine’s sovereignty and democratic future should not be negotiated without the active participation of its people and European partners. Piecemeal or temporary solutions, or guarantees that lack binding commitments, risk leaving Ukraine vulnerable to further aggression and instability.

We urge all parties to commit to a transparent, inclusive process that centers Ukrainian voices, ensures robust European involvement, and leads to a just and lasting peace. Security guarantees must be meaningful, enforceable, and rooted in international law, not merely diplomatic gestures or backroom deals.

Key Demands

Guarantee full transparency in all negotiations regarding Ukraine’s security and peace.
Ensure meaningful participation of Ukrainian civil society and government in all decision-making processes.
Include European Union representatives as equal partners in all security discussions and agreements.
Reject any security guarantees that undermine Ukraine’s sovereignty or are agreed without the explicit consent of the Ukrainian people.
Commit to binding, enforceable security guarantees that uphold international law and human rights.
Prioritize a comprehensive peace agreement over temporary ceasefires or partial measures.
