Expert warnings were ignored, public agencies were gutted, and evacuation plans were canceled or handed over to private firms ill-equipped to protect communities. Poor and marginalized residents, especially Black communities in New Orleans, were left to suffer in unsafe, isolated conditions, while wealthier neighborhoods received government support for rebuilding.

These disasters were not inevitable; they were the result of policy choices that prioritized profit and political interests over public welfare. We call for a full restoration of public control over emergency management, accountability for officials who failed in their duties, and reparative action for those harmed by these failures.

Key Demands

Reinstate and fully fund public emergency management agencies, including the National Weather Service and FEMA, with robust oversight and transparency.
End the privatization of disaster response and ensure that all emergency planning and operations are led by qualified public agencies.
Hold accountable public officials and private contractors whose actions or negligence contributed to preventable loss of life and suffering.
Develop and implement equitable evacuation and recovery plans that prioritize the needs of marginalized and low-income communities.
Provide reparations and comprehensive support to survivors of government mismanagement during disasters, including safe housing, mental health services, and community rebuilding.
Protect whistleblowers and experts who raise concerns about disaster preparedness and response.
