Target: State Legislatures, Public Utility Commissions, and Local Governments
Goal: We call on state legislatures and utility regulators to remove barriers and actively support plug-in solar systems, making renewable energy accessible to renters, homeowners, and all communities.
Plug-in solar systems—small, affordable panels that can be installed on balconies, decks, or backyards—are empowering people across the U.S. to take control of their energy use and fight climate change. These systems are easy to install, cost a fraction of traditional rooftop solar, and are especially valuable for renters and those unable to invest in full-scale solar installations.
However, many Americans face confusing utility rules, unnecessary permitting requirements, and a lack of clear state policies that make it difficult or impossible to install these systems. Utilities often require complex interconnection agreements designed for much larger rooftop systems, even though plug-in solar is engineered to prevent backflow into the grid and poses no additional risk.
Utah has shown leadership by passing legislation that exempts small-scale plug-in solar from burdensome interconnection rules and establishes clear safety standards. This forward-thinking approach should be the national standard, not the exception. Every household deserves the right to generate clean energy and reduce their energy bills—without facing red tape or utility obstruction.
We urge lawmakers and regulators to act now to unlock the potential of plug-in solar for millions of Americans. The climate crisis demands bold action, and expanding access to affordable renewable energy is a crucial step.
